However, the fact that the first phase of the project is now completed is due to the leadership of Dr. Janet Sims-Wood who succeeded me as Project Director, and to the members of the Moorland-Spingarn staff. I congratulate you all for achieving this very important milestone and I urge you to complete the second phase of the project: documenting the Act’s history, from 1985 to the present.
