To find new men, the company has advertised in cities hundreds of miles away, has hired women, has hired government workers to drive buses part-time. It has hired some men whose driving habits are unsound and this has resulted in a significant increase in trolley and bus accidents. The reports of most of these accidents on police records list the company’s vehicle as the "striking vehicle," responsible for the accidents.

     In spite of the difficulties the company has been having in finding qualified operative personnel, it has defied public pressure and FEPC orders and has refused to hire a single Negro to operate a bus or street car. Thousands of experienced Negro taxi and truck drivers are barred from these jobs. Not only they, but the public suffers as a result of it. The Capital Transit Company’s hiring policy is characteristic of a situation that applies throughout the District.
